Universities are obliged to carry out research and community service in addition to carrying out education as mandated by Law Number 20 of 2003 concerning the National Education System Article 20. In line with these obligations, Law Number 12 of 2012 concerning Higher Education Article 45 confirms that research in higher education is directed to develop science and technology, as well as improve the welfare of society and the competitiveness of the nation. Each university is expected to be able to manage research that meets the standards described in Permenristekdikti Number 44 of 2015 concerning National Higher Education Standards related to the scope and explanation of National Research Standards.
In line with its role as facilitator, reinforcer, and empowerer, the Directorate General of Strengthening Research and Development (Directorate General of Strengthening Research and Development) strives to continue to oversee research and community service in universities. Management of research and community service in higher education is directed to:
1.realizing excellence in research and community service in universities;
2.improve the competitiveness of universities in the field of research and community service at the national and international levels;
3.increase the number of lecturers’ participation in conducting quality research and community service;
4.increase the capacity of research management and community service in universities; and
5.enable the potential of universities in supporting the nation’s competitiveness.
The research program organized by the Directorate General of Strengthening Research and Development for university lecturers includes 3 categories, namely National Competitive Research, Decentralized Research, and Assignment Research. Each category consists of the following research scheme:
