Webinar kali ini berjudul “Climate Change Challenge: Preparing for Indonesia’s Green and Sustainable Future” dan diselenggarakan pada Jumat, 11 Juni 2021 pukul 09.00-11.30 WIB. Webinar yang dilakukan secara daring via Zoom dan disiarkan secara live streaming di kanal
Youtube ini merupakan bentuk kerja sama antara UI dengan perusahaan BUMN di bidang keuangan dan pembiayaan infrastruktur.
Acara dibuka dengan penyampaian keynote speech oleh Rektor Universitas Indonesia, Prof. Ari Kuncoro, S.E., M.A., Ph.D. Beliau menyampaikan peran penting Universitas Indonesia untuk mengupayakan berbagai mitigasi dalam mengurangi dampak perubahan iklim global melalui riset dan inovasi.
“Kegiatan webinar ini merupakan pintu gerbang untuk kerja sama antara lain dalam kajian yang berhubungan dengan Climate Change dan diharapkan dapat menghasilkan riset dan inovasi dengan mengidentifikasi kebutuhan-kebutuhan pasar dalam memitigasi perubahan iklim, dan tentunya sejalan dengan visi dan misi Special Mission Vehicles (SMVs) Kementerian Keuangan,” ujar Prof. Ari.
Menteri Keuangan Republik
Indonesia (Menkeu RI), Sri Mulyani Indrawati, S.E., M.Sc., Ph.D., selaku keynote speaker kedua mengutarakan komitmen Indonesia untuk mengatasi isu perubahan iklim yang diturunkan dalam berbagai kebijakan dan program. Kementerian Keuangan aktif mendukung dan memfasilitasi berbagai program tersebut, salah satunya dengan cara melakukan climate budget tagging untuk pengendalian dampak perubahan iklim.
“Kami dari pemerintah akan mencoba terus merumuskan kebijakan, mengembangkan berbagai instrumen pembiayaan, dan menciptakan program-program yang juga konsisten dengan climate change ini,” pungkas Menkeu.
Webinar dilanjutkan dengan pemaparan materi dari Febrio Nathan Kacaribu, S.E., MIDEC., Ph.D. yang menjabat sebagai Badan Kebijakan Fiskal Kemenkeu RI. Dalam presentasi yang berjudul “Financing Strategies for Climate Change Infrastructure Development”, Febrio menjelaskan bahwa selama pandemi terjadi penurunan emisi gas rumah kaca, baik dalam skala internasional maupun skala domestik akibat adanya aktivitas ekonomi dan mobilitas global.
“Oleh karena itu, perlu
adanya transformasi ekonomi ke arah sistem yang lebih ramah lingkungan serta mendorong aksi mitigasi perubahan iklim. Kebijakan APBN sebagai instrumen fiskal sangat diperlukan untuk mendukung komitmen pemerintah terkait perubahan iklim,” paparnya.
Direktur Jenderal Pengendalian Perubahan Iklim Kementerian Lingkungan Hidup dan Kehutanan, Ir. Laksmi Dhewanthi, M.A., memberi penjelasan mengenai investasi jangka panjang yang harus dilakukan Indonesia sebagai strategi dalam mitigasi perubahan iklim. Laksmi mengatakan, “investasi adalah sebagian dari sumber daya yang harus kita sediakan. Kita punya strategi penerapan emisi. Kita harus punya strategi bagaimana pengembangan dan pemanfaatan sumber daya, tidak hanya investasi yang dibutuhkan tetapi juga membutuhkan insentif dari pemerintah untuk membangun pasar”.
Setelah pemaparan materi dari narasumber, sesi berikutnya adalah panel diskusi yang dimoderatori oleh Ahmad Gamal, S.Ars., M.Si., MUP., Ph.D. dan menghadirkan 6 panelis dari BUMN (PT. SMF, PT. SMI, PT Geo Dipa Energi, PT. IIF, LPEI, dan PT PII) yang membahas mengenai peran masing-masing perusahaan dalam upaya mitigasi perubahan iklim.
Sesi terakhir adalah sesi pembahas sekaligus tanya jawab oleh Mohammed Ali Berawi, M.Eng.Sc., Ph.D. (Direktur Center for Sustainable Infrastructure Development UI, Dosen Fakultas Teknik UI) dan Prof. Drs. Jatna Supriatna, Ph.D. (Ketua Research Center for Climate Change UI, Dosen Fakultas MIPA UI), lalu ditutup dengan closing statement oleh drg. Nurtami drg. Nurtami, Ph.D., Sp,OF(K) selaku Wakil Rektor Bidang Riset dan Inovasi.

UI Invites Government and SOE to Work Together to Address Climate Change
Universitas Indonesia’s Directorate of Innovation and Science Techno Park (DISTP UI) hosted a webinar titled “Climate Change Challenge: Preparing for Indonesia’s Green and Sustainable Future” on Friday, January 11, 2021 at 09.00-11.30 WIB. This webinar was conducted online via Zoom and Live Youtube is a form of collaboration between UI and state-owned enterprises in finance and infrastructure financing.
Prof. Ari Kuncoro, S.E., M.A., Ph.D., the Rector of the University of Indonesia, officially started the event. Prof. Ari emphasized the University of Indonesia’s significant role in pursuing various efforts in mitigating the effects of global climate change through research and innovation in his keynote speech.
“This webinar is a gateway to collaborate, among other things, in studies connected to climate change, and it is expected to promote research and innovation by recognizing market needs in mitigating climate change, all while remaining true to the Special Mission Vehicles (SMVs) Ministry of Finance,” Prof. Ari said.
The second keynote speaker, Sri Mulyani Indrawati, S.E., M.Sc., Ph.D., the Minister of Finance of the Republic of Indonesia, underlined Indonesia’s commitment to addressing the issue of climate change, which was evident in numerous policies and programs. The Ministry of Finance actively supports and facilitates these many programs, one of which is climate budget tagging, which is used to mitigate the effects of climate change.
“As a government, we will endeavor to continue to craft policies, establish various financial mechanisms, and build programs that are also commensurate with this climate change,” the Ministry of Finance said.
The webinar followed with a presentation by Febrio Nathan Kacaribu, S.E., MIDEC., Ph.D., from the Fiscal Policy Agency of the Republic of Indonesia’s Ministry of Finance. Febrio indicated in a presentation titled “Financing Strategies for Climate Change Infrastructure Development” that there was a decrease in greenhouse gas emissions during the pandemic, both on an international and domestic scale, due to economic activity and global mobility.
“As a result, there is a need for an economic transformation toward a more ecologically friendly system, as well as to stimulate climate change mitigation efforts. The APBN policy, as a budgetary instrument, is critical to bolstering the government’s commitment to climate change,” he elaborated.
Ir. Laksmi Dwanthi, M.A., the Director General of Climate Change Control, Ministry of Environment and Forestry, explained the long-term investment that Indonesia must undertake as part of its climate change mitigation strategy.
Laksmi stated, “Investment is one of the resources we have to provide.” We have a plan in place for reducing emissions. We need a strategy for developing and utilizing resources, including not only the necessary investment but also government incentives to expand the market.”
Following the presentation of the speakers’ material, the next session was a panel discussion moderated by Ahmad Gamal, S.Ars., M.Sc., MUP., Ph.D. and attended by 6 panelists from state-owned enterprises (PT SMF, PT SMI, PT Geo Dipa Energi, PT IIF, LPEI, and PT PII) who explored the role of each company in climate change mitigation efforts.
Mohammed Ali Berawi, M.Eng.Sc., Ph.D. (Director of the Center for Sustainable Infrastructure Development UI, Lecturer of the Faculty of Engineering UI) and Prof. Drs. Jatna Supriatna, Ph.D. (Head of Research Center for Climate Change UI, Lecturer of the Faculty of Mathematics and Natural Sciences UI) spoke during the webinar’s last session, which included a discussion and a question and answer session. The Webinar was then concluded with a closing statement by drg. Nurtami, Ph.D., Sp, OF(K), Vice Rector for Research and Innovation at the University of Indonesia.
